The criterion used by Pappas to determine the areas he had eaten 1000 cheesesteaks over the last few years was Philadelphia; Delaware County; New Jersey; Delaware State; Delaware County; Delaware County; New Jersey; Delaware; and the counties west and north of the city: Montgomery, Berks, and Chester. There are two brackets: a judge's and a people's.
